Abstract: This text is part of a doctoral thesis entitled “Migration of Brazilians in Portugal: social dynamics and relationships with/in public schools” and presents a theoretical-analytical study that revisits European migratory flows to Brazil, connecting them to historical dynamics of exclusion, racialization, and economic interests. The analysis seeks to understand how, between the 19th and 20th centuries, the Brazilian state encouraged European immigration as part of a political project of whitening the population and promoting economic modernization, to the detriment of the social integration of newly freed Black populations. Throughout the text, it becomes evident that, although European migrants were considered preferable due to their whiteness, they also faced precarious working and living conditions and were frequently exploited by large landowners. The study challenges romanticized narratives of European immigration, highlighting the selective and exclusionary criteria that shaped Brazil's reception policies. Furthermore, the research draws attention to the role of the state and international organizations in managing post-war migration flows, reinforcing selection processes based on ethnic and productive criteria. By reflecting on these historical experiences, the work offers a critique of exclusionary migration policies and calls for the construction of a more inclusive, plural, and historically just model.
