• Abstract:

  This research aimed to identify

  in what sense the federal government policy

  has influenced ACMR's performance since the

  Interministerial Committee for Social Inclusion

  of Waste Pickers was created in 2003. Data

  were collected using questionnaires, interviews

  , primary data analysis, thematic oral history

  and observation. ACMR members are looking

  for improvements regarding physical aspects of

  the work environment, and these improvements

  could be achieved through the Pro-Waste

  Program, as they are linked to the guidelines

  established by it. Paradoxically, Associates are

  not interested in informing themselves about the

  Program. The importance of theoretical research

  was to establish discussion parameters on the

  topic, especially after the new law. Relatively to

  field research, the relevance of the study is due

  both to the social question that will be raised, as

  well as to the technical-legal aspect.
