TURISMO E POLÍTICAS CULTURAIS: O CASO DO CIRCUITO DE CAPELAS E IGREJAS
Este trabalho tem por intuito,
debater a relação entre turismo e política
cultural, utilizando-se como base o caso do
circuito de Capelas e Igrejas, desenvolvido
na cidade de Petrópolis-RJ. Em um município
turístico, o aspecto cultural auxilia na ampliação
da demanda pela atividade, da mesma forma
que reforça as características intrínsecas da
localidade. O interesse da sociedade pelo
patrimônio cultural religioso corrobora a criação
de políticas culturais como o caso do circuito,
resultando em impactos na visitação, no uso
e preservação desse tipo de patrimônio. A
fundamentação teórica perpassa pelo cenário
das políticas culturais brasileiras, com o intuito
de fornecer bases para a descrição de seu
contexto e oferecer indícios de suas implicações
com o desenvolvimento do turismo. Ao analisar
o Sistema municipal de Cultura, percebeuse como a pressão econômica da atividade
turística pode influenciar no planejamento das
estratégias e visitação, favorecendo aspectos
materiais em detrimento dos simbólicos,
com perdas significativas para o turista e a
comunidade local. Outro aspecto relevante
se dá na fragmentação do espaço pelas
políticas culturais influenciadas pelo turismo
que valorizam algumas áreas da cidade em
detrimento de outras, estimando os bens que
fazem referência a alguns grupos sociais e
não a todos os grupos do município. Agradeço

Abstract:
This paper intents to debate
the relation between Tourism and Cultural
Politics, using the Chapels and Churches´ tour,
developed by the city of Petrópolis-RJ, as a case
for analysis. In a touristic city like Petrópolis,
its cultural aspects are directly related to the
development of the touristic activity and aids
to highlight the core elements of its people,
cultural heritage, history, on the number and
quality of visitors. It also impacts in the usage
and preservation of the cultural heritage. The
theoretic aspect of the analysis centers the
Brazilian cultural politics as a whole, aiming for
a better visualization of its bases and historical
context. This way, it was possible to understand the implications of the development of the touristic activity mentioned before. During
the analysis of the city´s cultural system policy, it was possible to observe how the
economical pressure tends to influence the management and overall planning of its
strategies. The visiting aspects often prioritize material elements over the symbolic
ones, with significant losses for the tourist experience and the local community. Another
relevant impact is segregation of some parts of the city, bringing more attention and
support for places and groups of people that can better provide the intended touristic
activity.
