Transformation of the Legislative Branch with Artificial Intelligence
O presente artigo tem o objetivo de investigar como a Inteligência Artificial (IA) pode colaborar com o aprimoramento do Poder Legislativo. Assim, inicialmente, pretende-se apresentar uma breve reflexão sobre a Inteligência Artificial (IA) e as transformações tecnológicas no Poder Público, de maneira especial, o Poder Legislativo. Em seguida, busca-se compreender o funcionamento dessa nova tecnologia “artificial” e quais são as características dos sistemas que chamamos de algoritmos. Na sequência, aponta-se para a importância da coleta de dados reais e a ampliação de suas bases, que devem revelar o comportamento de um sistema de padronização. Para isso, exige-se paramentos mais diversificados de algoritmos, que conforme são adicionados vão se acumulando e melhorando sua performance. Posteriormente, o autor descreve, no âmbito dos poderes do Público, como está sendo utilizada IA no Poder Executivo, relatando alguns aspectos relacionados com as cidades inteligentes. E, por fim, investiga-se a possibilidade da aplicabilidade da IA no Poder Legislativo, na qual se deve buscar a implantação de plataformas de gerenciamento, que vise o fortalecimento do assessoramento técnico-institucional e especializado, bem como o aprimoramento do processo legislativo. O método da pesquisa é o indutivo, baseando-se em uma revisão bibliográfica sobre o tema.

Abstract:
This article aims to investigate the possibility of implementing Artificial Intelligence (AI) in the Legislative Power. Therefore, initially, it is intended to present a brief reflection on Artificial Intelligence (AI) and technological transformations in the Public Power, in a particular way, the Legislative Branch. Then, we search to understand the operation of this new “artificial” technology and what are the characteristics of the systems that we call algorithms. Then, the importance of collecting real data and expanding its bases is pointed out, which should reveal the behavior of a standardization system. Thus, more diversified devices of algorithms are required, which as they are added will accumulate and improve their performance. Subsequently, the author describes, within the scope of the powers of the Public, the use of AI in the Executive Branch, describing aspects related to smart cities. Ultimately, the possibility of the applicability of AI in the Legislative Branch is investigated, in which the implementation of management platforms should be sought, aiming at strengthening technical-institutional and specialized advice, as well as improving the legislative process. The research method is inductive, based on a literature review on the topic.
