TRÁFICO DE PESSOAS NO ESTADO DO MARANHÃO: uma análise da sistematização dos dados à luz da afirmação dos Direitos Humanos.
O Tráfico de Pessoas é caracterizado
pelo recrutamento, transporte, transferência ou
recebimento de pessoas, utilizando variadas
formas de coerção, como ameaça ou uso da
força. Apesar de a Carta Magna versar quanto ao
respeito à dignidade da pessoa humana, assim
como o Código Penal que prevê punibilidades
para o crime de Tráfico de Pessoas, seguindo
os princípios e diretrizes dispostos no Protocolo
Internacional assinado pelo Brasil, a prática
de se comercializar seres humanos parece
cada vez mais distante de se extinguir. Dessa
forma é perceptível que existam obstáculos que
impedem a eficácia da repressão, punição e
prevenção, o que termina por ser um entrave
à afirmação dos Direitos Humanos no estado
do Maranhão, dentre esses obstáculos, se
encontra a defasagem da sistematização dos
dados que aduzem acerca do referido crime.
Com o advento da novel lei 13.344/2016 o
Tráfico de Pessoas ganhou um olhar mais
amplo e acredita-se que modernizado. A partir
disto objetiva-se analisar as consequências
da não sistematização dos dados, bem como
compreender e identificar a correspondência
entre a não sistematização de dados sobre a
problemática do Tráfico de Pessoas e o atual
estado dos Direitos Humanos no Maranhão.
Constatou-se que o estado do Maranhão,
assim como o Brasil, ainda tem muito em que
evoluir quanto ao tratar da problemática, devese, portanto buscar o intercâmbio de ideias e
valorizar a intersetorialidade do mesmo modo
que investir na capacitação dos profissionais
que atuem frente as vítimas e publicizar a
questão de modo que conscientize a população
a denunciar e se precaver.

Abstract:
The Human Traffic is characterized
by recruitment, transportation or receipt of
persons using mode of coercion, as a threat or
use of force. Although the Brazilian Constitution
traverse about respect for the dignity of the
human person, as the Criminal Code that tell
penalty for the trafficking in persons, following
principles and guidelines in the international
protocol signed by Brazil, the practice of sale of
humans seems increasingly far from extinct. In
this way is perceptible that there are obstacles
that preclude the effectiveness of repression,
punishment and prevention wich becomes a
hindrance to the affirmation of Human Rights
in the state of Maranhão, among these obstacles, we can see the discrepancy of
systematization of data survey about the respective crime. With the advento of the new
law 13.344/2016 the Human Traffic get a broad look and it is believed to be modernized.
From this the aim is analise the consequences of the no sistematization of the data
survey, as well as know and detect the correspondence between these data survey
about the problem and the present status of the human rights on Maranhão. We took
note that the Estate of Maranhão and Brasil, still have a lot to develop as the approach
of the question it must, therefore, search a give-and-take valuing the intersectoriality,
in the same way as investing in the training of professionals that work front the victimis
and make public the question to the population being aware and report and to forearm.
