TERRITORIAL ANALYSIS OF URBAN SOLID WASTE IN MATINHOS-PR
A partir da escolha do espaço físico do Parque Nacional Saint-Hilaire/Lange (PNSHL), no município de Matinhos –PR, como foco de estudo, foram identificados conflitos de uso, gestão e disposição irregular dos resíduos sólidos urbanos (RSU). Partimos da concepção teórica de território proposta por Haesbaert no sentido de uso do espaço físico tanto para realizar “funções” quanto para produzir “significados”. Trata-se de um estudo qualitativo e exploratório, que aplica a técnica SWOT para avaliar forças, fraquezas, oportunidades e ameaças em uma área de preservação ambiental. Foram identificadas falhas na coleta dos RSU, sobretudo no entorno do PNSHL; e a necessidade de elaboração de jurisdição específica que fortaleça a municipalidade na coleta e comercialização de recicláveis. Consequentemente, pode ocorrer a participação das associações de catadores e o envolvimento de atores na dinâmica da gestão dos RSU. Concluiu-se que existe um território jurídico e político pouco funcional e desfavorável para o destino do RSU na área do Parque que se encontra .no território do município de Matinhos-PR.

Abstract:
From the choice of the physical space of the Saint-Hilaire / Lange National Park (PNSHL), in the municipality of Matinhos -PR, as a focus of study, conflicts of use, management and irregular disposal of solid urban waste were identified. We start from the theoretical conception of territory proposed by Haesbaert in the sense of using physical space both to perform "functions" and to produce "meanings". This is a qualitative and exploratory study that applies the SWOT technique to evaluate strengths, weaknesses, opportunities and threats in an area of environmental preservation. Failures were identified in the collection of waste, especially in the vicinity of the PNSHL; and the need of specific jurisdiction that could strengthens the municipality in the collection and commercialization of recyclables. Consequently, the participation of the associations of collectors and the involvement of stakeholders in the dynamics of waste disposal management may occur. It was concluded that there is a legal and political territory not functional and unfavorable to the destination of the RSU in the Park area situated in the territory of the municipality of Matinhos-PR.
