SYRIAN REFUGEES: AN ANALYSIS OF THIS CONDITION THROUGH LAW N° 9.474 / 97 (STATUTE OF REFUGEES)
Um dos temais mais debatidos e, por muitos, ignorados nos últimos anos diz respeito à temática dos refugiados no mundo. Ponto este que ascende às mesas e debates jurídicos com os novos fluxos migratórios do século XXI, em especial, a condição dos sírios na Europa, que tentam fugir da guerra-civil vivenciada em seu Estado. Logo, ao percebermos essa problemática nos prostramos a identificar se existe medidas normativas internas aptas a salvaguardar deste grupo e quais seriam os procedimentos legais para essa tutela. Para tanto, o presente paper procura realizar uma análise dogmática de tais normativas, e para esse fim nos valeremos de uma pesquisa exploratória histórico-bibliográfico, por meio do método descritivo e explicativo. Decerto, buscar-se-á uma análise da lei n° 9.474/97 – Estatuto dos Refugiados, promulgada em 22 de julho de 1997. Pois, por ela, se define os mecanismos nacionais para a implementação do Estatuto dos Refugiados de 1951, da ONU.

Abstract:
One of the most debated and ignored themes in recent years concerns the theme of refugees in the world. This point rises to the tables and legal debates with the new migratory flows of the 21st century, in particular, the condition of Syrians in Europe, who try to escape the civil war experienced in their State. When we perceive this problem, we prostrate ourselves to identify if there are internal normative measures able to safeguard this group and what would be the legal procedures for this protection. This work seeks to carry out a dogmatic analysis of such norms, and for that purpose we will make use of an exploratory historical-bibliographic research, through the descriptive and explanatory method. Therefore, an analysis of Law No. 9,474 / 97 - Refugee Statute, enacted on July 22, 1997, is sought. Because it defines the national mechanisms for the implementation of the 1951 Refugee Statute, of the UN.
