SOCIEDADE CIVIL E AS NOVAS PERSPECTIVAS INSTITUCIONAIS DEMOCRÁTICAS: BREVES APONTAMENTOS SOBRE A INFLUÊNCIA DA SOCIEDADE NA SEGURANÇA PÚBLICA

Esse artigo tem por analisar, pós advento da Constituição Federal de 1988, que promoveu um processo de redemocratização no país, a influência exercida pela sociedade nas políticas estabelecidas para a segurança pública em território nacional. Sendo assim, o problema-tema que se pretende trabalhar está diretamente relacionado à participação da sociedade civil no debate sobre a segurança pública no Brasil, com limitação na análise da atuação das seguintes instituições: CONSEP – Conselho Comunitário de Segurança Pública, CONSEG – Conselho Nacional de Segurança Pública e Rede de Vizinhos. A metodologia adotada na investigação permite classificar a pesquisa como exploratória, com uso da técnica de pesquisa bibliográfica para coleta dos dados. Considerando-se a trajetória da segurança pública no Brasil, verificou-se que tal política, ao longo dos anos, se pautou em uma ideologia caracterizada por forte repressão, voltando-se à identificação, ao combate e à eliminação do inimigo. No entanto, tendo a sociedade evoluído, passou-se a sentir necessidade de mudanças, direcionando-se o foco de organização da polícia para uma perspectiva preventiva, visando a promoção da ordem pública, a prestação de assistência à comunidade e sua orientação. Foi assim que se identificou, a partir da Constituição Federal de 1988, a necessidade de se promover novas formas de efetivação da democracia participativa, revelando-se a organização da segurança pública mais eficaz após esta Carta. Assim, atualmente, as instituições policiais, tendo para si o objetivo de desenvolver, junto à sociedade, maior credibilidade, buscam, atualmente, fomentar a participação da população, adotando forte veio preventivo e prestigiando a cidadania. Nesse âmbito, o Estado recorre a mecanismos capazes de estimular a participação popular, buscando, com isso, desenvolver uma estratégia capaz de reduzir a violência, colocando em prática ações de cunho educativo e preventivo.

  • Abstract: 

    This article aims to analyze, after the Federal Constitution of 1988, which promotes a process of redemocratization in the country, an influence exerted by society in the policies applied for public security in national territory. Thus, the problem of the topic on which it is intended to work is directly related to the participation of civil society in the debate on public security in Brazil, with limitations in the analysis of the activities of the following institutions: CONSEP - Community Council for Public Security, CONSEG - National Council Public Security and Neighboring Network. The methodology adopted in the investigation allows to classify a research as exploratory, using the bibliographic research technique for data collection. Select a trajectory of public security in Brazil, check if this policy, over the years, makes an ideology characterized by strong repression, returning it to identification, combat and preventing damage. However, having an evolved society, he began to feel the need for changes, directing or focusing on the organization of the police from a preventive perspective, carrying out a promotion of public order, providing assistance to the community and their guidance. That is how he identified, from the Federal Constitution of 1988, on the need to promote new ways of making participatory democracy effective, revealing a more effective public security organization after this Charter. Thus, nowadays, as institutions, with a view to developing greater credibility with society, they currently seek to promote the participation of the population, adopting strong preventive actions and providing citizenship. In this context, the State uses mechanisms capable of stimulating popular participation, thus seeking to develop a strategy capable of reducing violence, using practices of educational and preventive actions.
