SITUACIÓN DE LA MINERÍA ARTESANAL RESPECTO AL PLAN DE DESARROLLO CONCERTADO DE LA REGIÓN APURÍMAC 2017 AL 2021, PERÚ
La investigación tuvo el propósito de argumentar al sector minero artesanal
respecto a su consideración estratégica y acciones de intervención en el Plan de
Desarrollo Concertado de la región Apurímac 2017 al 2021 (PDCR). Es una
investigación enfoque cualitativo, diseño estudio de caso, nivel descriptivo-
narrativo. Muestra es el PDCR, sumado a experiencias desarrolladas por la
actividad minera en diversas provincias de la región Apurímac. Técnica análisis
documentario y entrevista. Se justifica porque el sector minero artesanal, tiene
presencia desde hace 10 años, coadyuva a otros sectores mediante empleos
directos e indirectos, genera cambios en el entorno inmediato. La visión de
territorio, contenida en el PDCR, considera a Apurímac, como una región
agroecológica y minera, con paz social, producción diversificada, ambientalmente
sostenible. Conclusión: Todas las autoridades ediles y regional en la región
Apurímac, están esperanzados en los fondos de canon y regalía minera; es decir
caja chica, para mejorar la gestión municipal. El sector minero artesanal, no tienen
presencia dentro del Modelo Conceptual (MC), rama IV: economía diversificada,
competitiva y empleo; no está precisada como una tendencia fundamental, no es
un patrón de comportamiento creciente para sostener el MC. Se apuesta, prefiere
la gran minería, porque es un evento futuro, siendo una variable exógena por el

precio internacional y comportamiento no continuo por lo que no es predecible,
además de generar conflictos.

Abstract:
The research had the purpose of arguing the artisanal mining sector regarding its
strategic consideration and intervention actions in the Concerted Development
Plan of the Apurímac region 2017 to 2021 (PDCR). It is a qualitative approach
research, case study design, descriptive-narrative level. Sample is the PDCR,
added to experiences developed by the mining activity in various provinces of the
Apurímac region. Documentary analysis and interview technique. It is justified
because the artisanal mining sector has been present for 10 years, contributes to
other sectors through direct and indirect jobs, generates changes in the immediate
environment. The vision of territory, contained in the PDCR, considers Apurímac,
as an agroecological and mining region, with social peace, diversified production,
environmentally sustainable. Conclusion: All municipal and regional authorities in
the Apurímac region are hopeful in the canon and mining royalty funds; that is to
say, petty cash, to improve municipal management. The artisanal mining sector
does not have a presence within the Conceptual Model (MC), branch IV:
diversified, competitive economy and employment; It is not specified as a
fundamental trend, it is not a pattern of increasing behavior to sustain the MC.
They bet, they prefer large-scale mining, because it is a future event, being an
exogenous variable due to the international price and non-continuous behavior so
it is not predictable, in addition to generating conflicts.
