SISTEMA PÚBLICO DE SAÚDE BRASILEIRO E A REGIONALIZAÇÃO DA SAÚDE NA PERSPECTIVA TERRITORIAL
A regionalização da saúde com a implementação do SUS baseou-se numa concepção territorial de organização, configuração, funcionamento e gestão dos serviços públicos. Ou seja, a implementação do SUS sustentou-se em três pilares: a rede corresponde à disposição e integração entre os serviços de saúde, a regionalização representando as regiões de saúde dentro do processo de descentralização das ações e serviços em saúde e a hierarquização referente aos níveis de complexidade dos serviços. A discussão proposta tem como objetivo a delimitação dos marcos cronológicos e espaciais que marcaram a implementação do SUS a partir dos documentos oficiais e de autores que trabalham a questão a partir de abordagem territorial. Nesse sentido, os conceitos geográficos de território, territorialização e territorialidades, se tornaram apropriados para a definição de políticas públicas de saúde, tanto em termos nacionais, como estaduais e municipais. Como resultado buscamos aproximar a apresentação de um debate mais teórico, no qual tomamos como questão geradora o dimensionamento do conceito de território e seus desdobramentos (territorialização, territorialidades) e sua relação com a saúde pública.

Abstract:
The health’s regionalization associate with the SUS implementer based in the territorial conception of organization conformation operation and management of publics services. Then, the SUS implementation sustained in three pillars: the netting relative the provision and integration between the health’s services, the regionalization representing heath’s regions within the process of decentralization of actions and regions within the process of decentralization of actions and services in health and the hierarchy regarding to the levels of services’ complexity. The proposed discuss aims to delimit the chronological and space marks that begging the SUS’ implementation from the officials documents and the authors that worked on the territorial approach. In this way, the geographical concepts of territory, territorialization and territoriality, have become appropriate for the definition of public health political, at the national, state and municipal level. As a result we intended to approximate the presentation of a more theoretical debate in which we take us generative question the dimensioning of the concept of territory and its unfolding ( territorialization, territorialities) and its relation with public health.
