SEMELHANTES, MAS DIFERENTES: ANÁLISE EXPLORATÓRIA E COMPARATIVA DAS POLÍTICAS DE HABITAÇÃO EM PORTUGAL E ITÁLIA
O presente estudo pretende analisar de forma exploratória as políticas de habitação portuguesas e italianas, com o objectivo de comparar a realidade destes países. O desenvolvimento do estado da arte tem como base uma revisão multidisciplinar da literatura científica sobre as políticas de habitação social, focando em particular os modelos habitacionais adoptados no sul da Europa. Note-se que é comum a literatura internacional apontar que no domínio habitacional os países do Sul da Europa apresentam várias semelhanças (sobretudo Portugal, Espanha, Grécia e Itália), sendo essencial, todavia, analisar, interpretar e apresentar as diferenças existentes nessas distintas realidades. Na componente teórico-prática analisa-se com maior profundidade dados estatísticos, diferenças terminológicas e disparidades teóricas e práticas nas políticas de habitação. Os resultados desta investigação apontam que apesar destes países terem diversas similaridades no que respeita às políticas de habitação (que são frequentemente generalizadas no contexto sociocultural da “Europa do Sul”), existem também formas distintas de enfrentar os problemas habitacionais, assim como diferentes características do mercado imobiliário, que interessam realçar e compreender.

Abstract:
The present study intends to exploratory analyze the housing policies in Portugal and Italy, with the objective of comparing the reality of these countries. The state of the art is based on a multidisciplinary review of the scientific literature on social housing policies, in particular, the housing models adopted in Southern Europe. Although it is common for international literature to point out that the Southern European countries have several similarities in the housing domain (especially Portugal, Spain, Greece and Italy), it is essential, in any case, to analyze, interpret and present the differences existing in these different realities. In the theoretical-practical component, statistical data, terminological differences and theoretical and practical disparities in housing policies are analyzed in depth. The results of this investigation points out that albeit these countries have several similarities with regard to housing policies, often generalized in the socio-cultural context of “Southern Europe”, there are also quite different ways of tackling housing problems, as well as different characteristics of the real estate market, which is interesting to highlight and understand.
