Abstract: The present study analyzed the challenges and pathways for the implementation of the New Legal Framework for Basic Sanitation in Maranhão, considering the ESG (Environmental, Social, and Governance) agenda and its relationship with human dignity. The research highlighted the importance of sanitation as a fundamental right and an essential element for the sustainable and equitable development of society. The low coverage of sanitation services in Maranhão, as evidenced by IBGE data (2022), reinforces the need for robust investments and an efficient management model that ensures universal access to drinking water and sewage services. This study adopted a qualitative and exploratory approach, based on a literature review of scientific articles indexed in the SciELO, Google Scholar, and Latindex databases, as well as institutional sources such as IBGE, IPEA, and ANA. Official documents, technical reports, and regulatory norms related to the New Legal Framework for Sanitation (Law No. 14.026/2020) were analyzed to understand its impacts and challenges in the Maranhão context. The critical analysis of secondary data was conducted through the triangulation of information, allowing for a comprehensive and well-founded perspective on the subject. The research also applied the comparative method to assess public sanitation policies in other regions of Brazil, identifying best practices that could be implemented in Maranhão. The adopted methodology ensures scientific rigor and the reliability of the presented information. It is concluded that the implementation of the New Legal Framework for Sanitation in Maranhão requires an integrated approach that combines technological innovation, financial incentives, efficient governance, and social commitment. The ESG agenda should serve as a structuring axis in the formulation of public policies for the sector, ensuring that sanitation is treated not only as an infrastructure issue but as a fundamental human right essential for the promotion of dignity and social justice. Only through coordinated actions between the public and private sectors, aligned with sustainable and inclusive strategies, will it be possible to overcome historical challenges and ensure a more dignified future for the entire population of Maranhão.
