Abstract: The assessment of animal welfare adheres to the concept of the Five Freedoms: freedom from hunger and thirst, discomfort, pain, injury and disease, fear and distress, and freedom to express normal behavior. Deprivation of these freedoms indicates potential animal abuse. In early 2024, the Zoonoses Control Unit of Cabedelo – PB, in collaboration with the Environmental Police and environmental inspectors, responded to a report of animals suspected of being neglected. Upon arrival, emaciated dogs and cats were observed, with feces and urine scattered throughout the area. Outside the residence, there were deceased animals in trash bags, some of which were torn open with the presence of flies and larvae. The protocol adopted involved collecting the cadavers for appropriate disposal and rescuing 34 live animals, comprising 29 cats and 5 dogs. Upon arrival at the Unit, the animals underwent triage for disease identification, weight assessment, administration of anthelmintics and other medications, and determination of spay/neuter status. Blood samples were taken from the 5 dogs to perform a rapid leishmaniasis test and a complete blood count, with two testing positive for leishmaniasis. Of the 29 cats, 4 presented with mange, 2 with feline viral rhinotracheitis, 2 with sporotrichosis, and 1 with conjunctivitis and eosinophilic granuloma complex. Of the felines, 18 were females, with only 9 spayed, and 11 were males, with 7 neutered. The animals received all necessary veterinary care and, after recovery, were neutered and made available for adoption. This case underscores the significance of public reports and the importance of collaboration between entities and institutions responsible for animal welfare and public health.
