REMUNERAÇÃO DOCENTE DA REDE ESTADUAL DE ENSINO DE MATO GROSSO DO SUL NO CONTEXTO DA POLÍTICA EDUCACIONAL
A pesquisa objetivou verificar o comportamento do Piso Salarial Profissional Nacional
(PSPN) na estrutura de carreira dos professores de educação básica da rede estadual de
ensino de Mato Grosso do Sul, nos anos de 2018 a 2019, período de austeridade fiscal
enquanto decisão de Estado. Os procedimentos metodológicos consistem na revisão da
literatura sobre a temática, na consulta à legislação educacional, orçamentária e
tributária, nos documentos produzidos no âmbito do Estado, documentos produzidos na
esfera do movimento organizativo e reivindicatório dos professores, matérias da
imprensa nacional e local. A pesquisa constatou que houve uma valorização salarial
docente em Mato Grosso do Sul no período selecionado, entretanto, em uma escala de
ajustes menores que no período imediatamente anterior, ainda que o estado de Mato
Grosso do Sul, tenha cumprindo a Meta 17 do Plano Estadual de Educação em
alinhamento ao Plano Nacional de Educação 2014-2024.

Abstract:
The research aimed to verify the behavior of the National Professional Salary Floor
(PSPN) in the career structure of basic education teachers in the state education network
of Mato Grosso do Sul, in the years 2018 to 2019, a period of fiscal austerity as a state
decision. The methodological procedures consist of reviewing the literature on the
subject, consulting educational, budgetary and tax legislation, documents produced
within the scope of the State, documents produced in the sphere of the state, documents
produced in the sphere of the teachers organizational and claiming movement, articles
in the national and local press. The survey found that there was a teacher salary increase
in Mato Grosso do Sul, in the selected period, however, on a scale of smaller
adjustments than in the immediately previous period, even though the state of Mato
Grosso do Sul has fulfilled Goal 17 of the State Plan of Education in line with the
National Education Plan 2014-2024.
