REGULAÇÃO ECONÔMICA NA AVALIAÇÃO DE INVESTIMENTOS: CORRELAÇÃO ENTRE CUSTO E VAZÃO OPERACIONAL DE UNIDADES DE TRATAMENTO DE ÁGUA PRÉ-FABRICADAS
Considerando a variedade de
fornecedores e alternativas técnicas encontradas
atualmente no mercado voltado aos Sistemas
de Abastecimento de Água, especialmente
sobre as Estações de Tratamento de Água préfabricadas,
as entidades regulatórias devem
acompanhar os custos médios aplicados na
sua execução para que seja possível garantir
tarifas módicas decorrentes dos investimentos
realizados pelos prestadores de serviços,
conforme prevê a Lei Federal nº 11.445/2007.
Dessa forma, esse trabalho identificou, através
de benchmarking, os custos aplicados -
desde a elaboração de projeto, fabricação e
fornecimento de equipamento até a instalação
de unidades de tratamento de água préfabricada
- correlacionando-os com a sua vazão
de projeto. Foram obtidos dados de unidades
com vazões de 5 l/s até 100 l/s. A coleta de
dados concentrou-se sobre contratações
realizadas por companhia estadual de água e
esgoto e serviços municipais de água e esgoto
através de processo licitatório. Todos os dados
utilizados foram extraídos de fontes públicas
e de acesso livre. Dessa forma, foi possível
identificar, além da uma relação linear entre
custo e vazão operacional, a proporção entre
os custos de projeto, fornecimento e instalação.

Abstract:
Considering the variety of suppliers
and technical alternatives currently found in the
market for Water Supply Systems, especially
on Prefabricated Water Treatment Stations,
regulatory authorities should monitor the
average costs incurred in their implementation
in order to guarantee reasonable tariffs due to
investments made by the service providers, as
envisaged in the Federal Law nº 11.445/2007.
Thus, this work identified the cost from project
design, manufacture and supply of equipment to
the installation of prefabricated water treatment
units, correlating them with their treatment
capacity (l/s).Informations was obtained from
units with treatment capacity from 5 l/s to 100
l/s. Data collection was focused on acquisitions
made by water and sewage state company
and municipal water and sewage services, through a bidding process. All data were
extracted from public sources and free access. In this way, it was possible to identify,
in addition to a linear relationship between cost and operational flow, the proportion
between design, supply and installation costs.
