REFLEXÕES SOBRE POLÍTICAS DE FORTALECIMENTO DA AGRICULTURA FAMILIAR E SEGURANÇA ALIMENTAR E NUTRICIONAL NO MUNICÍPIO DE SEROPÉDICA-RJ
O Programa de Aquisição de
Alimentos (PAA) e o Programa Nacional de
Alimentação Escolar (PNAE) são políticas
públicas intersetoriais que visam garantir o
direito à segurança alimentar e nutricional
(SAN) e fortalecer a agricultura familiar. O
objetivo deste estudo consistiu em investigar e
refletir sobre o processo de execução dessas
políticas de SAN no município de Seropédica,
localizado na Região Metropolitana do Rio de
Janeiro. O estudo foi conduzido com base em
uma abordagem quali-quantitativa descritiva
e exploratória sobre o PNAE e PAA nos anos
de 2009 a 2018. A pesquisa revelou que
através do PNAE, nos anos de 2014 e 2015,
o município adquiriu gêneros alimentícios da
agricultura familiar, correspondendo a 15,05%
e 16,79% respectivamente, dos recursos
financeiros repassados pelo Fundo Nacional
de Desenvolvimento da Educação (FNDE),
respectivamente. No entanto, no ano de 2016, as
compras representaram apenas 1,58% do total
de recursos para o exercício anual. Em relação
ao PAA, o município não realizou aquisições,
exceto a experiência da Universidade Federal
Rural do Rio de Janeiro para o abastecimento
Agroecologia Debates sobre a Sustentabilidade Capítulo 1 2
do Restaurante Universitário. Os resultados obtidos mostraram que o andamento
dos programas PAA e PNAE no município de Seropédica não tem sido eficaz porque
ainda não se consolidaram e incluiram um número muito reduzido de agricultores
familiares. Concluiu-se que apesar do potencial e da resistência que a agricultura local
apresenta, as políticas de fortalecimento para este segmento não estão contribuindo
com efetividade para a transformação social.

Abstract:
The Food Acquisition Program (PAA) and the National School Feeding
Program (PNAE) are intersectoral public policies that aim to guarantee food and
nutritional security (SAN) and strengthen family farming. The objective of this study
was to investigate and reflect on the implementation process of SAN policies in the
municipality of Seropédica, located in the Metropolitan Region of Rio de Janeiro. The
study was conducted based on a descriptive and exploratory qualitative-quantitative
approach on PNAE and PAA in the years 2009 to 2018. The research revealed that
through the PNAE, in the years 2014 and 2015, the municipality acquired foodstuffs
from family agriculture, corresponding to 15.05% and 16.79% respectively of the
financial resources passed on by the National Education Development Fund (FNDE).
However, in 2016, purchases accounted for only 1.58% of total resources for the year.
Regarding the PAA, the municipality did not make acquisitions, except the experience of
the Federal Rural University of Rio de Janeiro to supply the University Restaurant. The
results showed that the progress of the PAA and PNAE programs in the municipality of
Seropédica has not been effective because they have not been yet consolidated over
time and included a very small number of family farmers. It was concluded that despite
the potential and resistance that local agriculture presents, the strengthening policies
for this segment are not contributing effectively to social transformation.
