REESTRUTURAÇÕES URBANAS E SEUS REFLEXOS EM CIDADES INTERMEDIÁRIAS NORDESTINAS: METAMORFOSES E PERMANÊNCIAS SOCIOESPACIAIS
Que permanências e metamorfoses
os processos de reestruturação urbana
reproduzem no âmbito das cidades
intermediárias? À luz deste questionamento
buscou-se analisar introdutoriamente
as reestruturações urbanas em cidades
intermediárias nordestinas, considerando as
metamorfoses e permanências de processos
socioespaciais na escala intraurbana. O
percurso metodológico foi inspirado na
concepção predominantemente utilizada nos
estudos sobre reestruturação urbana no Brasil,
baseada na perspectiva crítica. As técnicas
utilizadas, do trabalho de campo à apreciação
dos dados secundários, alinharam-se ao intuito
de identificar processos, agentes e dinâmicas
integrantes dos interesses do capital e das
populações que buscam a realização da vida
nas cidades. Verificou-se que, há pelo menos
duas décadas, as cidades intermediárias
analisadas destacam-se pela expansão de
suas economias, implicando em significativas
mudanças estruturais e funcionais. Destas,
têm resultado, nas cidades intermediárias em
questão, novas formas em suas periferias e
centros, bem como a ampliação da capacidade
de polarização regional. Apesar disto, tais
metamorfoses não têm sido suficientes para
reverter o quadro de exílio social existente
e, em certa medida crescente, em setores
periurbanos, tampouco de constituir um sistema
equilibrado e eficiente de cidades intermediárias
no caso do Nordeste brasileiro.

Abstract:
What permanences and
metamorphoses do the processes of urban
restructuring reproduce within the framework of
intermediate cities? In light of this questioning, we
attempted to analyze the urban restructuring in
intermediate cities in the Northeast, considering
the metamorphoses and permanences of sociospatial processes on the intra-urban scale. The
methodological approach was inspired by the conception predominantly used in studies
on urban restructuring in Brazil, based on a critical perspective. The techniques used,
from the field work to the assessment of secondary data, were aligned with the intention
of identifying processes, agents and dynamics that are part of the interests of capital
and populations that seek to achieve life in cities. It has been verified that, at least
two decades ago, the intermediate cities analyzed stand out by the expansion of their
economies, implying significant structural and functional changes. From these, they
have resulted in the intermediary cities in question, new forms in their peripheries and
centers, as well as the enlargement of the capacity of regional polarization. Nevertheless,
such metamorphoses have not been enough to reverse the existing and, to a certain
extent, growing social exile situation in periurban areas, nor to constitute a balanced
and efficient system of intermediate cities in the case of the Brazilian Northeast.
