REESTRUTURAÇÃO PRODUTIVA EM CIDADES MÉDIAS: DINÂMICA IMOBILIÁRIA RESIDENCIAL E EXPANSÃO URBANA EM RESENDE- RJ
A partir das últimas décadas do século XX, muitas cidades médias brasileiras passaram por um intenso processo de crescimento. Muito se deve ao fenômeno de desconcentração industrial que ocorreu quando empresas e indústrias passaram a buscar novas vantagens e incentivos num novo contexto de produção e acumulação flexível. Assim, indústrias deslocaram-se e instalaram-se em novas localidades em busca de mão de obra barata, isenções fiscais e financiamento de infraestrutura. Após a instalação de diversas empresas do setor automobilístico na microrregião do Vale do Paraíba Fluminense, a partir de meados dos anos 90 consolidou-se na região um “cluster automotivo” que se desdobrou em diversas transformações sócio espaciais na região. Novas formas de expansão e urbanização foram impressas sobre nova base territorial na região. Diante de cenários de oscilação do setor automobilístico na economia mundial, o trabalho desenvolve uma análise sobre a dinâmica do mercado residencial após mais de uma década do estabelecimento de uma nova lógica de estruturação produtiva em Resende/RJ. Parte-se do questionamento se a retração do setor industrial automobilístico traz consequências à dinâmica do mercado residencial de Resende e se seriam essas consequências diferenciadas conforme a classe de renda dos moradores. Para tanto, toma-se como fonte principal os registros do imposto de transmissão sobre bens imóveis (ITBI) estruturados em forma de banco de dados, na tentativa de contribuir para um melhor entendimento das relações entre a indústria e a dinâmica do mercado residencial em novos territórios produtivos.

Abstract:
From the last decades of the twentieth century, many brasilian medium-sized cities have undergone an intense process of growth. Much is due to the phenomenon of industrial deconcentration that occured when companies and industries began to seek new advantages and incentives in a new context of production and flexive accumulation. Thus industries moved and settled in new locations in search of cheap labor, tax exemptions and financing of infraestructure. After the instalation of several companies in the automotive sector in the Vale do Paraíba Fuminense microregion, in the mid-1990s an “automotive cluster” was consolidated in the region, which has been unfolded in several sócio-spatial transformations in the region. New forms of expansion and urbanization were printed on a new territorial basis in the region. In the face of scenarios of oscillation of the automobile sector in the world economy, the work develops an analysis on the dynamics of the residential Market after more than a decade of the establishment of a new logic of productive structure in Resende-RJ. In starts from the questioning if the retraction of the automobile industrial sector brings consequences to the dynamics of residential Market of Resende and if these consequences would be differentiated according to the class of income of the residents. In order to do so, we take as a main source the records of the real estate transfer tax, structured in database form, in an attempt to contribute to a better understanding of the relations between the industry and the residential Market dynamics in new productive territories.
