QUALIFICAÇÃO PROFISSIONAL NO CONTEXTO DO REFÚGIO E MIGRAÇÕES: POLÍTICAS PÚBLICAS E OFERTAS CONCRETAS NO MUNICÍPIO DE CAMPO GRANDE
Diante dos diversos conflitos políticos
e religiosos acontecendo em todas as partes do
mundo, juntamente à crise financeira global,
muitas pessoas buscam melhores condições
de vida em outros países, quer seja voluntária e
involuntariamente. Somente em Campo Grande,
Mato Grosso do Sul, há 4.500 cadastrados.
Essa população necessita das garantias de
acesso à educação e trabalho para terem
condições dignas de existência; a educação
é entendida como um meio enriquecedor
e facilitador para a conquista de condições
adequadas de subsistência, legalmente todos
devem ter acesso à educação, inclusive os
migrantes e refugiados. Este trabalho objetivou
compreender como se dá a oferta de educação
profissional para a população migrante e
refugiada em Campo Grande, Mato Grosso
do Sul. Por meio do método qualitativo e das
técnicas de análise documental e bibliográfica,
verificamos a existência de poucas pesquisas
acadêmicas, conforme busca realizada na base
de dados BVS-psi e Scielo, e a existência de
273 amparos legais voltados aos refugiados,
imigrantes e estrangeiros no Brasil, que incluem
leis, artigos, tratados, acordo e etc. Através
de uma entrevista semi estruturada feita com
o CERMA-MS, a instituição afirma que pouco
se conhece a respeito deste público. Dentre
os cursos de capacitação que encontramos,
nota-se mais os cursos de língua portuguesa
oferecidos por universidades, sendo estes
divulgados na imprensa local. A pesquisa
realizada com este trabalho não esgota a
temática, apenas reforça a necessidade de
mais atenção aos imigrantes não apenas sendo
foco de pesquisas acadêmicas, mas, também,
para um olhar mais sensível dos governantes.

Abstract:
Behind of the various political and
religious conflicts taking place in all parts of the
world, together with the global financial crisis,
many people seek better living conditions in other
countries, whether voluntarily and involuntarily.
Only in Campo Grande, Mato Grosso do Sul,
there are 4,500 registered. This population
needs the guarantees of access to education and
work to have decent living conditions; education
is understood as an enriching and facilitating means for the achievement of adequate
subsistence conditions, hightfully everyone must have access to education, including
migrants and refugees. This study aimed to understand how the provision of vocational
education for migrant and refugee population in Campo Grande, Mato Grosso do Sul.
Through the qualitative method and techniques of documentary and bibliographic
analysis, we verified the existence of few academic researches, according to the search
carried out in the BVS-psi and Scielo database, and the existence of 273 legal suport
aimed at refugees, immigrants and foreigners in Brazil, which include laws, articles,
treaties, agreement and etc. Through a semi-structured interview with CERMA-MS, the
institution states that little is known about this public. Among the training courses that
we found, we can also notice the Portuguese language courses offered by universities,
which are disclosed in the local press. The research carried out with this work does not
exhaust the theme, only reinforces the need for more attention to immigrants not only
being the focus of academic research, but also for a more sensitive look of the rulers.
