Abstract: The general objective of this study was to contrast the view of those who serve and who are served by the Court of Justice of the State of Maranhão in 2015, analyzing their perception of the quality of care and tools such as strategic planning and the PDCA. The focus of this study was quantitative, descriptive, with a transitional design. The study population was composed of civil servants and the population in general that makes use of Maranhão's justice services. It was applied at the Forum of the capital, São Luís, MA, from January to April 2015, using questionnaires to the user public and the TJ-MA servers; having as variables: (a) the view of those who attend; and (b) the view of who is served. In the questionnaire applied to the internal public, most consider the service to be good; believes they are not attended to in a timely manner; believes that accessibility is met in parts; never made use of the ombudsman; and believes that transparency is a strong point. In the questionnaire applied to civil servants, most perceive the existence of a TJMA Strategic Planning, but do not participate effectively; considers regulating the quality of care; believes in offering good service; has a higher education level and believes to be in constant learning. For a more specific understanding of conflicting episodes in public organizations, the research demonstrated the importance of people management in helping the public institution, in order to act strategically in the face of problems. Soon, this research enabled the clear perception of the most recurring conflicts and, as a proposal, it is suggested the insertion of a continuous training process, especially focused on interpersonal relationships.
