Abstract: In Brazil, the presence of overweight associated with inappropriate eating habits is part of the picture of food and nutrition insecurity at all ages. Public policies have been proposed to change the nutritional situation in which overweight and obesity are emerging public health problems. Health has been considered a social right since 2010, and health promotion has been part of Brazilian policy since the end of the 20th century and has been included in projects to train health professionals. Since then, the Ministry of Health has implemented intersectoral policies to promote adequate and healthy nutrition to build a healthy environment capable of providing a better quality of life, promoting health, and preventing chronic non-communicable diseases. In education, policies include actions to promote health and healthy eating among schoolchildren. However, national surveys show a high and increasing prevalence of overweight and obesity among school-age children, indicating that the public policies developed seem insufficient to promote the health of the population despite the legal framework that supports them. This historical and conceptual construction reinforces the need to include the issue on the public agendas of all sectors so that the different policies can act together, aiming at intersectorality and interdisciplinarity and guaranteeing material and financial resources for their implementation. It requires managers and workers involved to have a broader view of the social determination of food and nutrition problems and the concepts of health, health promotion, and adequate and healthy food since health and food are social rights guaranteed by the Federal Constitution.
