PROJETO UM CAMINHAR PARA A CIDADANIA: DESENVOLVIMENTO DE POLÍTICAS PÚBLICAS NA RELAÇÃO PMBA E ESCOLA
A violência, o uso de drogas e a prática de indisciplina no contexto escolar são, atualmente, fenômenos reais, mas, por demasiado tempo, tal situação foi negligenciada e somente recentemente entrou inexoravelmente na agenda política de nosso país. Devido a isso, programas que visam ao combate à violência, às drogas e à indisciplina, bem como os que fomentam o exercício da cidadania no âmbito das escolas, por meio da inserção de lições e outras atividades, são essenciais, uma vez que as raízes da violência não nascem, necessariamente, da violência física. Assim, um programa estruturado sob o mote da cidadania é extremamente necessário e sua aplicação em unidades de ensino é crucial para a diminuição dos problemas de violência nas escolas e para reforçar a inclusão de valores morais e éticos no âmbito escolar. Foi com esse propósito que foi criado o Projeto Um Caminhar para a Cidadania. Tal projeto tem como foco criar laços entre a PM e os jovens estudantes, os pais e a comunidade escolar como um todo, a fim de promover, de maneira mais efetiva, a cultura da paz, o protagonismo juvenil, a prática da cidadania de maneira mais ampla, bem como manter os jovens longe das drogas. Logo, este trabalho se encaixa devidamente no Eixo 1 – Educação e Desenvolvimento Social: as políticas públicas nos diversos contextos sociais. Para embasar o desenvolvimento deste projeto, tomamos como principais pressupostos teóricos Miriam Abramovay et al (2006), Abramovay e Maria das Graças Rua (2002), B. Charlot (2005) Marlova Noleto (2003) e F. Milani, R.D.C.P. Jesus (2003), C. Gomes (2001). O objetivo principal do Projeto Um Caminhar para a Cidadania é propiciar um estreito relacionamento entre adolescentes, e sociedade como um todo, e a Polícia Militar, a fim de colaborar, substancialmente, para que os jovens estudantes, integrantes do projeto, trilhem o caminho do bem e influenciem outros a fazerem o mesmo. Para tanto, busca-se desenvolver a socialização entre jovens estudantes, comunidade escolar e Polícia Militar; fortalecer vínculos entre a PM e a sociedade como um todo; promover a cultura da paz e a cidadania; instigar os jovens ao protagonismo social; e estimular o respeito e amor ao próximo. Durante a aplicação do Projeto Um Caminhar para a Cidadania, um policial militar, devidamente fardado e qualificado, integra a grade curricular educacional da escola, pelo período de três meses, em aulas de cinquenta minutos, oferecendo lições sob o mote da cidadania. No desenvolvimento das atividades, várias instituições parceiras podem colaborar como puderem. As atividades do projeto são realizadas desde o primeiro semestre de 2017 em escolas das redes municipais de ensino de Serrinha-Ba e região sisaleira e são pautadas em experiências lúdicas e socioculturais, abordando temas que atendam às necessidades de crianças e adolescentes do 6º ano do ensino fundamental. Desse modo, o projeto é de extrema relevância tanto para a área de Educação quanto para a de Segurança Pública, uma vez que, ao atuar nas escolas, a Polícia Militar realiza um trabalho de prevenção às drogas e à violência e, ao mesmo tempo, colabora com a escola no desenvolvimento de ações que contribuam de maneira positiva para o processo de formação dos estudantes.

Abstract:
Violence, drug use and indiscipline in the school context are currently real phenomena, but for too long this situation has been neglected and only recently has it inexorably entered our country's political agenda. Because of this, programs aimed at combating violence, drugs and indiscipline, as well as those that promote the exercise of citizenship within schools, through the insertion of lessons and other activities, are essential, since the roots violence are not necessarily born out of physical violence. Thus, a program structured under the motto of citizenship is extremely necessary and its application in teaching units is crucial to reduce the problems of violence in schools and to reinforce the inclusion of moral and ethical values in the school environment. It was for this purpose that the Um Caminhar para a Cidadania Project was created. This project focuses on creating bonds between the PM and young students, parents and the school community as a whole, in order to promote, in a more effective way, the culture of peace, youth protagonism, the practice of citizenship in a broader, as well as keeping young people away from drugs. Therefore, this work fits properly in Axis 1 - Education and Social Development: public policies in different social contexts. To support the development of this project, we take as main theoretical assumptions Miriam Abramovay et al (2006), Abramovay and Maria das Graças Rua (2002), B. Charlot (2005) Marlova Noleto (2003) and F. Milani, R.D.C.P. Jesus (2003), C. Gomes (2001). The main objective of the Um Caminhar para Cidadania Project is to provide a close relationship between adolescents, and society as a whole, and the Military Police, in order to substantially collaborate so that the young students, members of the project, follow the path of well and influence others to do the same. To this end, it seeks to develop socialization among young students, the school community and the Military Police; strengthen links between the PM and society as a whole; promote a culture of peace and citizenship; instigating young people to social leadership; and encourage respect and love for others. During the application of the Um Caminhar para a Cidadania Project, a military police officer, in uniform and qualified, is part of the school's educational curriculum, for a period of three months, in fifty-minute classes, offering lessons under the motto of citizenship. In the development of activities, several partner institutions can collaborate as they can. The project's activities have been carried out since the first semester of 2017 in schools in the municipal teaching networks of Serrinha-Ba and the sisal region and are based on playful and socio-cultural experiences, addressing themes that meet the needs of children and adolescents in the 6th year of education. fundamental. In this way, the project is extremely relevant both for the area of Education and for Public Security, since, when acting in schools, the Military Police carries out work to prevent drugs and violence and, at the same time, collaborates with the school in the development of actions that contribute positively to the students' training process.
