Abstract: This article is an excerpt from a master’s dissertation, presenting the results of a study that focused on the continuing education of philosophy teachers in Paraná from 2007 to 2021 through the Programa de Desenvolvimento Educacional (Educational Development Program -PDE-PR), within the limits of the bourgeois state. We analyzed the political, historical, and social context of the approval of the PDE-PR, considering Complementary Law no. 103 of March 15, 2004, Complementary Law no. 130 of July 14, 2010, the Summary Document, and the training booklets of APP-SINDICATO (1999 to 2005). This research, therefore, reaffirms the recognition of the PDE as an important victory for the teaching profession. However, it also highlights that such a victory has always been threatened by the contradictions driven by the interests of the Brazilian autocratic bourgeoisie, submissive to the international dictates of capital.
