PROGRAMA DE ALFABETIZACION MARINA PARA CHILE
Chile es un país oceánico con gran proyección hacia el mar, posee una de las mayores ZEE del mundo, pero está atrasado en materia de educación marina de su población. Países como EEUU, Portugal, Brasil, Italia, entre otros, han incorporado en los programas de educación primaria y secundaria contenidos sobre el océano. Es decir, como país no tiene un sentido de "alfabetización marina", de una comprensión cabal de la influencia del océano en las personas y de la influencia de las personas en el océano. La Política Oceánica Nacional de Chile para el desarrollo de la ciencia y tecnología distingue como eje principal de acción la “educación marina de la sociedad”. Por esta razón, es urgente la necesidad de implementar en Chile un programa de alfabetización marina, que permita educar a los distintos grupos de interés de la sociedad en los conceptos relacionados con el mar, sus componentes, procesos y actividades socio-económicas. En respuesta a ello, la Pontificia Universidad Católica de Valparaíso, la Liga Marítima de Chile y el Centro de Instrucción y Capacitación Marítima de la Dirección General del Territorio Marítimo y Marina Mercante, prepararon una propuesta de “Programa de alfabetización marina”. Su misión es “Contribuir a la creación de una consciencia marina en las personas de Chile con el propósito de contar con una sociedad informada, consciente y comprometida con el uso racional del océano y sus recursos”. El Programa contempla ocho ejes temáticos: El Mar, sus componentes, recursos y procesos; Importancia económica y social del mar; Historia marítima de Chile; Cultura y arte marino; Deportes, turismo y recreación en el mar; Contaminación marina y cambio climático; Antártica chilena, seguridad y defensa marítima; y El derecho del mar.

Abstract:
Chile is an oceanic country with great projection towards the sea, it has one of the largest EEZs in the world, but it is behind in terms of marine education for its population. Countries such as the USA, Portugal, Brazil, Italy, among others, have incorporated content about the ocean into primary and secondary education programs. That is to say, as a country it does not have a sense of "marine literacy", of a full understanding of the influence of the ocean on people and the influence of people on the ocean. The National Oceanic Policy of Chile for the development of science and technology distinguishes the "marine education of society" as the main axis of action. For this reason, there is an urgent need to implement a marine literacy program in Chile, which allows educating the different interest groups of society in the concepts related to the sea, its components, processes and socio-economic activities. In response to this, the Pontifical Catholic University of Valparaiso, the Chilean Maritime League and the Center for Maritime Instruction and Training of the General Directorate of the Maritime Territory and Merchant Marine, prepared a proposal for a "Marine Literacy Program" for Chile. Its mission is "To contribute to the creation of a marine consciousness in the people of Chile with the purpose of having an informed, aware and committed society with the rational use of the ocean and its resources". The Program contemplates eight thematic axes: The Sea, its components, resources and processes; Economic and social importance of the sea; Maritime history of Chile; Culture and marine art; Sports, tourism and recreation at sea; Marine pollution and climate change; Chilean Antarctica, security and maritime defense; and The Law of the Sea.
