Abstract: Restricted Access subdivision have become a model of segregated spaces. These models, product of inefficient social and economic policies, force the most vulnerable population to cohabit in dwellings with significant backwardness, causing greater fragmentation and favoring the coexistence of a polarized society. The goal then is to find a paradigm shift seen from the urbanization in watersheds, generating metadata at the local level with the participation of citizens, this in order to find resilience alternatives to the problem of gentrification. The research focuses on the subdivision Parques de las Aves, one of the most inappropriate and inaccessible places for housing in the Metropolitan Area of Guadalajara, the participatory experience of the research is the most importance in community assemblies and aid campaigns in social networks were of great relevance. Finally, to validate the information criteria, intra-method triangulation was incorporated by using different qualitative techniques, mainly institutional reports and written press. The results obtained are the construction of triangular unit hydrograph before and after urbanization by means of probabilistic and statistical models that occur in the study area. It is concluded that the main problem is still a poor management of rainwater, mainly due to the lack of hydraulic infrastructure, especially when authorizing changes and land use, urbanizing large areas of Natural Protected Areas, it is recommended an integrated Water Management as such measures to implement can reduce water scarcity and on the other hand prevents large volume of water from being wasted.
