Abstract: This study used the PROMETHEE II method to prioritize municipalities in Maranhão for the implementation of Public Defender's Office Eco-Centers, with the aim of maximizing the allocation of resources in socially vulnerable environments. The criteria used were the Municipal Human Development Index (MHDI), total population and percentage of poverty, with information collected from the IBGE and UNDP. The methodology included multicriteria modeling using Visual PROMETHEE software and validation with public managers. The results recommended Brejo, São Bernardo and Bacuri as priority municipalities, with emphasis on high population, low MHDI and high poverty. It should be concluded that PROMETHEE II provides an objective tool for prioritizing social policies, reconciling efficiency and equity in access to justice.
