Princípio do non-refoulement: ponderações sobre os direitos de refugiados destinados ao Brasil
Com certa frequência, o tema do refúgio ganha significativa repercussão nos debates nacionais, não sendo raro o destaque à precariedade no acolhimento dessa população por parte das autoridades brasileiras. Neste estudo, busca-se, em um primeiro plano, compreender como se operacionalizou a edificação de um aparato internacional de tutela dos direitos dos refugiados, mediante a análise dos respectivos tratados e convenções, além das principais crises migratórias que lhes deram razão de ser. Seguidamente, abordar-se-á o respaldo normativo nacional face à tutela do direito dos refugiados, analisando-se, as políticas públicas desenvolvidas para implementar tais garantias, munidas de dados quanto ao perfil geral do refugiado. Finalmente, o artigo aborda os desafios enfrentados pelos refugiados no Brasil, buscando elencar possíveis soluções.

Abstract:
With a certain frequency, the issue of refuge gains significant repercussion in national debates, not infrequently highlighting the precariousness of the reception of this population by the Brazilian authorities. In this study, we seek, in the foreground, to understand how the construction of an international apparatus for the protection of refugee rights was operationalized, through the analysis of the respective treaties and conventions, in addition to the main migratory crises that gave them raison d’être. Followingly, the national normative support in relation to the protection of refugee rights will be addressed, analyzing the public policies developed to implement such guarantees, provided with data regarding the general profile of the refugee. Finally, the article addresses the challenges faced by refugees in Brazil, seeking to list possible solutions.
