PRINCÍPIO DA INTEGRALIDADE NA REGULAÇÃO DA SAÚDE: REFLEXÃO TEÓRICA.
O artigo instiga a reflexão sobre a regulação da saúde como ferramenta de gestão e gerência, capaz de garantir o acesso do usuário ao sistema público de saúde. Baseada na ótica da integralidade, é vista, como instrumento de gestão que se constituiu a partir de princípios democráticos, sustentados na Constituição Federal de 1988 e legislação do Sistema Único de Saúde (SUS). A integralidade, referenda o princípio do direito ao atendimento das necessidades de saúde da população e a regulação na saúde, poderá reforçar ou dificultar o acesso do usuário a esse direito. O texto objetiva promover a discussão da regulação e das possibilidades em propiciar a integralidade da assistência em saúde, pensada nos princípios norteadores do SUS.

Abstract:
The article instigates reflection on health regulation as a management tool, capable of guaranteeing user access to the public health system. Based on the perspective of integrality, it is seen as a management tool that was constituted from democratic principles, supported by the Federal Constitution of 1988 and legislation of the Unified Health System (SUS). Comprehensiveness, endorsing the principle of the right to meet the population's health needs and health regulation, may reinforce or hinder user access to this right. The text aims to promote the discussion of regulation and possibilities in providing comprehensive health care, based on the guiding principles of SUS.
