PRÁTICAS DE GESTÃO OPERACIONAL NA EXPLORAÇÃO E PRODUÇÃO (E&P) DE PETRÓLEO E GÁS NATURAL NO BRASIL, PARA ATENDER REQUISITOS DE NORMAS ABNT NBR ISO DE SGI E DE REGULAMENTOS TÉCNICOS DA AGÊNCIA NACIONAL DO PETRÓLEO (ANP)
Este artigo tem como objetivo identificar as práticas de gestão operacional na Exploração e Produção (E&P) de Petróleo e Gás Natural no Brasil. para atender requisitos voluntários dos sistemas de gestão das normas ABNT NBR ISO 9001:2015 (SGQ), ISO 14001:2015 (SGA) e ISO 45001:2018 (SGS&ST), que caracterizam os Sistemas de Gestão Integrados (SGI) e requisitos obrigatórios dos Regulamentos Técnicos (RT’s) de Sistemas de Gerenciamento de Segurança Operacional e de Integridade Estrutural das Instalações (RTSGSO; RTSGI; RTDT; RTSGSS e RTSGIP) da Agência Nacional do Petróleo (ANP). A metodologia utilizada foi uma pesquisa exploratória e descritiva, através de revisão bibliográfica, pesquisa documental e estudo de caso, através da aplicação do instrumento de coleta de dados roteiro de entrevista estruturado com 328 requisitos de práticas de gestão operacional das normas ABNT NBR ISO e de Regulamentos Técnicos da ANP distribuídos nas quatro fases do ciclo PDCA e uma variação de 5 a 10 requisitos para cada um dos 35 respondentes das lideranças representantes de campos produtores de petróleo e de gás natural do Nordeste brasileiro. Nos resultados observamos que os campos produtores possuem um sistema de gestão global estruturado nas quatro fases do ciclo PDCA, com realização de Planejamento Anual do Negócio (PAN), planos de ações específicos de aquisição de recursos e práticas de gestão operacional para atender os requisitos dos sistemas de gestão das normas ABNT NBR ISO e os requisitos dos Regulamentos Técnicos da ANP. Concluímos que as 177 práticas de gestão operacional definidas pelas lideranças, quando aplicadas com eficiência e eficácia irão atender os requisitos de Qualidade, Segurança Operacional, Integridade Estrutural das Instalações, Meio Ambiente e Saúde no Trabalho (QSOIM&ST) de SGI e de RT’s da ANP, assim como garantir a melhoria contínua nos campos produtores de petróleo e gás natural.

Abstract:
This article aims to identify the operational management practices in the Exploration and Production (E&P) of Oil and Natural Gas in Brazil. to meet voluntary requirements of the management systems of the standards ABNT NBR ISO 9001:2015 (SGQ), ISO 14001:2015 (SGA) and ISO 45001:2018 (SGS&ST), which characterize the Integrated Management Systems (SGI) and mandatory requirements of Technical Regulations (RT's) for Operational Safety Management Systems and Structural Integrity of Facilities (RTSGSO; RTSGI; RTDT; RTSGSS and RTSGIP) of the National Petroleum Agency (ANP). The methodology used was an exploratory and descriptive research, through literature review, document research and case study, through the application of the data collection instrument structured interview script with 328 requirements of operational management practices of the ABNT NBR ISO and of ANP Technical Regulations distributed in the four phases of the PDCA cycle and a variation of 5 to 10 requirements for each of the 35 respondents from the leaders representing oil and natural gas producing fields in the Northeast of Brazil. In the results, we observe that the producing fields have a global management system structured in the four phases of the PDCA cycle, with the realization of the Annual Business Planning (PAN), specific action plans for the acquisition of resources and operational management practices to meet the requirements of the management systems of the ABNT NBR ISO standards and the requirements of the ANP Technical Regulations. We conclude that the 177 operational management practices defined by the leaders, when applied efficiently and effectively, will meet the requirements of Quality, Operational Safety, Structural Integrity of Facilities, Environment and Health at Work (QSOIM&ST) of SGI and ANP's RT's, as well as ensuring continuous improvement in oil and natural gas producing fields.
