Abstract: In Brazil, the regulation of gaming and betting has been the subject of debates and legislative reforms, traditionally marked by prohibitions to combat illicit practices and protect public morality. In recent years, economic, social and technological factors have driven changes in this scenario. The global growth of the gaming industry, tax revenue collection and job creation have encouraged reconsideration of regulatory policies in Brazil, which faces regulatory challenges with globalization and access to online platforms. The objective of this research is to highlight the importance of public policies regulating gaming and betting in Brazil, examining their historical context, legislative evolution, implementation challenges and economic, social and public security impacts. It was found that the implementation of public policies is essential for the development and regulation of various economic and social sectors. In Brazil, the regulation of gaming and betting, traditionally marked by prohibitions to combat illicit practices and protect public morality, is changing due to economic, social and technological factors. The global growth of the gaming industry, potential tax revenue collection and job creation are driving reconsideration of regulatory policies. This study analyzed legislative evolution, challenges in implementation and the economic, social and public safety impacts of regulations, highlighting the lack of in-depth academic research on the topic and the need for effective and sustainable policies. The study aims to contribute to a robust and efficient regulatory framework, maximizing economic benefits and mitigating risks, with the collaboration of experts, legislators and the adoption of successful international practices.
