POLÍTICAS PÚBLICAS, EDUCAÇÃO PROFISSIONAL E CAMPESINATO: DA COLÔNIA AGRÍCOLA AO IF GOIANO CAMPUS CERES
Pretende-se refletir sobre o
papel do Estado nas questões inerentes às
políticas públicas de formação profissional no
Vale de São Patrício, Goiás, no contexto das
diversas fases do processo de incorporação,
expulsão e reincorporação de trabalhadores
rurais, permeado por questões agrárias na
mesorregião do Centro Goiano. Busca-se
reconstruir fragmentos da história da educação
profissional na área de abrangência do IF
Goiano Campus Ceres, que desde a CANG,
evidenciava a vocação agrícola da “Deusa dos
Cereais”. Discute-se o papel do Estado, políticas
de desenvolvimento regional, colonização
agrícola e reforma agrária e correlacionamse
tais questões com o processo de criação
do IF em foco, possibilitando uma interface
com as questões da educação profissional
na região, inferência feita, igualmente, de
forma histórica. Uma investigação documental
e bibliográfica em busca de fragmentos
históricos que dessem sustentação à
correlação pretendida, foi possível observar
que em diversos momentos preocupações
com a educação e profissionalização de jovens
estiveram presentes. As políticas públicas
de Estado na região do Vale de São Patrício,
historicamente estiveram correlacionadas.
Na questão agrária, os discursos da inclusão
e equidade estiveram presentes, mas
têm apresentado resultados inversos aos
preconizados quanto à concentração de renda
e riquezas e à consequente exclusão. No que
se refere ao ensino profissional, acompanhou o
movimento de expansão do capital sob a égide
das políticas de Estado, mudando seu foco e
prioridades em conformidade com as diretrizes
de desenvolvimento.

Abstract:
This paper aims at reflecting the
role of the State in relation to the public policies
on vocational formation in the region of Vale de
São Patrício, Goiás, in a context of the various
phases of the incorporation, expulsion and
reincorporation of rural workers, permeated
by the agrarian matters in the mesoregion
of Centro Goiano. It seeks to reconstruct the
fragments of the history of vocational education in the surrounding area of the IF
Goiano Ceres Campus, which since the CANG, evidenced the agricultural vocation of
the “Deusa dos Cereais”. It also discusses the role of the State, regional development
policies, agricultural colonization and agrarian reform. These issues are linked to the
process of creation of the related IF, allowing an interface with the issues of vocational
education in the region as well as the inference by a historical point of view. Using
documentary and bibliographical researches, in search of historical fragments that
could give support to the intended correlation, it was possible to observe that in several
moments the preoccupations with the education and professionalization of young
people were present. The State public policies in the region of Vale de São Patrício
have been historically correlated, as well as the agrarian matter, the inclusion and
equity discourses. But they have presented opposite results to those recommended,
mainly those regarding the concentration of income and wealth and the consequent
exclusion. With regard to professional education, it also follows the movement of
capital expansion under the aegis of the State policies, shifting its focus and priorities
in accordance with development guidelines.
