POLÍTICAS PÚBLICAS E DIREITO DA PESSOA IDOSA: DESAFIOS DE MANTER UMA VIDA IGUALITÁRIA NO CENÁRIO ATUAL BRASILEIRO
O presente estudo tem o intuito de
abordar as políticas públicas e os direitos do
idoso, discutindo o planejamento e execução
dos programas sociais visando às condições
de vida dos idosos no cenário atual brasileiro,
objetivando destacar conquistas e desafios
trilhados pelos idosos quanto a sua organização
sociopolítica; com vista dos seus direitos e
garantias sociais. Trata-se de uma pesquisa
da literatura, onde foram utilizadas como base
de dados a plataforma SciELO, Estatuto do
idoso, IBGE-(Instituto brasileiro de Geografia e
estatística) e artigos que foram publicados nos
anos de 2007 a 2015. Neste estudo observouse algumas falhas no sistema publico, tais
como problemas em contas publicas o que
veio a acarretar um forte argumento a favor
da redução das despesas previdenciárias; o
baixo crescimento econômico, arrecadação
previdenciária insatisfatória e o aumento
da população idosa. Fatores estes que têm
conduzido ao crescimento desproporcional
de números de benefícios inativos em face
dos contribuintes em atividade. Embora haja
diretrizes que defendam os direitos dos idosos
ainda existem inúmeras falhas nas ações
sociais e presidenciais que precisam ser
reavaliadas para que se obtenham resultados
mais satisfatórios no que diz respeito ao
cuidado e amparo ao idoso, e assim consiga
inseri-lo à sociedade de forma a ser visto como
um cidadão com direitos e deveres igualitários.

Abstract:
This study aims to address public
policies and the rights of the elderly, discussing
the planning and execution of social programs
aimed at the living conditions of the elderly
in the current Brazilian scenario, aiming to
highlight achievements and challenges faced by
the elderly in their socio-political organization; in
view of their social rights and guarantees. It is a
literature search, where the database SciELO,
the Statute of the Elderly, IBGE (Brazilian Institute of Geography and Statistics) and
articles that were published in the years 2007 to 2015 were used as data base. In this
study it was observed that some failures in the public system, such as problems in
public accounts, which came to carry a strong argument in favor of the reduction of
social security expenditures; the low economic growth, unsatisfactory social security
collection and the increase of the elderly population. These factors have led to the
disproportionate growth of numbers of inactive benefits vis-à-vis active taxpayers.
Although there are guidelines that defend the rights of the elderly, there are still
innumerable flaws in social and presidential actions that need to be re-evaluated in
order to obtain more satisfactory results regarding the care and protection of the elderly,
so that they can be integrated into society in a way that be seen as a citizen with equal
rights and duties.
