POLÍTICAS PÚBLICAS DE AQUISIÇÃO DE ALIMENTOS PARA O FOMENTO DA AGRICULTURA FAMILIAR

• Abstract: Brazil has been implementing policies and programs with limited actions for family farming, such as institutional food purchasing programs from family farmers, the Food Acquisition Program (PAA) and the National School Feeding Program (PNAE). The present study aims to contextualize the importance of PAA and PNAE institutional markets for family farming in the local context of the state of Mato Grosso do Sul (MS). A bibliographical research was carried out with an integrative review, in order to obtain a synthesis of knowledge of the PNAE and PAA policies to be analyzed and a search on the Transparency Portal, on Ministerial websites, for values ​​transferred from the Ministry of Education of the PNAE and PAA by the Ministry of Social Development to the Municipal Governments and the State of Mato Grosso do Sul in the period from January to October 2023. This data was tabulated in a Microsoft Excel@ Spreadsheet. The government of the State of MS published two PAA notices totaling R$6,200,000.00; CONAB published a PAA notice accepting 24 projects from MS organizations worth R$4,413,390.05. The National Education Development Fund has already transferred R$69,524,157.25 to the municipal and state PNAE of MS, which corresponds to the acquisition of at least R$20,857,247.18 from family farming. However, such public policies are not fundamental in inserting farmers into specific marketing channels, promoting their production, generating income and guaranteeing food security in the countryside and in the city, for beneficiaries when receiving the food.
