POLÍTICAS INCLUSIVAS E COMPENSATÓRIAS DA EDUCAÇÃO BÁSICA: PROGRAMA NACIONAL DE ASSISTÊNCIA ESTUDANTIL NO INSTITUTO FEDERAL DO PARANÁ
O objetivo deste artigo é apresentar e avaliar o Programa Nacional de Assistência Estudantil (PNAES) do Instituto Federal do Paraná (IFPR) como política inclusiva e compensatória governamental da Educação Básica. Para tanto será avaliado a eficácia dos programas desenvolvidos no Instituto Federal do Paraná no período de 2014 a 2016, buscando analisar a relação entre os objetivos e os instrumentos explícitos dos programas com os seus resultados efetivos e a partir disso avaliar se as metas propostas nos programas foram alcançadas. As principais conclusões do estudo realizado são que os programas de assistência ao estudante são eficazes na medida em que cumprem as metas propostas de distribuições de bolsas-auxílios aos alunos em número determinado previamente.

Abstract:
The aim of this article is to present and evaluate the National Student Assistance Program (PNAES) of the Federal Institute of Paraná (IFPR) as an inclusive and compensatory government policy for Basic Education. To this end, the effectiveness of the programs developed at the Federal Institute of Paraná from 2014 to 2016 will be evaluated, seeking to analyze the relationship between the objectives and the explicit instruments of the programs with their effective results and, from there, assess whether or not the goals proposed in the programs have been achieved. The main conclusions of the study carried out are that the student assistance programs are effective insofar as they fulfill the proposed goals of distributing scholarships to students in a previously determined number.
