POLÍTICA TARIFÁRIA E DESEMPENHO ECONÔMICO DAS EMPRESAS DE SANEAMENTO BÁSICO NO BRASIL: ESTIMATIVAS DOS IMPACTOS REGULATÓRIOS – 1995-2016
Este trabalho busca analisar a hipótese de que a Lei 11.445/07 tem pressionado as empresas de saneamento básico no Brasil para a queda das tarifas médias praticadas nos últimos anos, exigindo cada vez mais ganhos de eficiência no processo de produção do setor. Para tanto, são utilizados dois métodos de mensuração da significância estatística nesta relação: a inclusão de uma variável dummy (binária) a partir de ano de 2008; e o teste de Chow, que busca testar as evidências de quebra estrutural no comportamento das variáveis. Os resultados indicam que há uma quebra no período posterior a criação da referida Lei. E os avanços regulatórios podem estar contribuindo para a queda das tarifas médias praticadas. Porém, observa-se também a piora dos indicadores financeiros das prestadoras.

Abstract:
This paper seeks to analyze the hypothesis that Law 11,445 / 07 has put pressure on basic sanitation companies in Brazil for the reduction in average tariffs practiced in recent years, increasingly demanding efficiency gains in the sector's production process. Therefore, two methods of measuring statistical significance are used in this relationship: the inclusion of a dummy variable (binary) from 2008; and the Chow test, which seeks to test the evidence of structural breakdown in the behavior of variables. The results indicate that there is a break in the period after the creation of the referred Law. And the regulatory advances may be contributing to the fall of the average tariffs practiced. However, there is also a worsening of the financial indicators of the providers.
