POLÍTICA SOCIAL NO CAPITALISMO CONTEMPORÂNEO: REBATIMENTOS SOBRE ASSISTÊNCIA SOCIAL
capitalismo contemporâneo,
resultado do reordenamento do capital diante de
sua crise estrutural a partir dos anos 70 do século
XX, coloca em cena um novo redirecionamento
para o papel do Estado, o que vai implicar
substancialmente na conformação das políticas
sociais. Estas, no Brasil, principalmente aquelas
que compõem o tripé da Seguridade Social, estão
sendo esvaziadas, em nome da “obediência”
às imposições feitas pelas personificações do
capital internacional, e pela influência socialliberal, sendo resumidas em ações pontuais
e assistencialistas. Dessa forma, o presente
artigo tem como objetivo analisar as inflexões
do capitalismo contemporâneo na política
de Assistência Social, cujo aparato jurídiconormativo, a exemplo da Política Nacional
de Assistência Social (PNAS), apresenta
fundamentos ligados às concepções liberais -
vulnerabilidade, risco, empoderamento -, indo,
portanto, em contradição ao caráter universal
e de direitos da proteção social baseado na
garantia de direitos universais e dever do
Estado. Vale destacar que toda a construção
deste artigo – análise e exposição – foi balizada
no método crítico-dialético, que tem como foco
a busca pela superação da aparência e alcance
da essência do objeto.

Abstract:
Contemporary capitalism, the
result of the reordering of capital in the face of its
structural crisis from the 1970s onwards, sets in
motion a new redirection to the role of the state,
which will substantially involve the shaping of
social policies. These, in Brazil, especially those
that make up the tripod of Social Security, are
being emptied, in the name of “obedience” to
the impositions made by the personifications
of international capital, and by social-liberal
influence, being summarized in punctual and
welfare actions. In this way, this article aims
to analyze the inflections of contemporary
capitalism in the Social Assistance policy,
whose legal-normative apparatus, like the
National Social Assistance Policy (PNAS), has
foundations related to liberal conceptions -
vulnerability, risk , empowering - and therefore,
in contradiction to the universal character
and rights of social protection based on the
guarantee of universal rights and the duty of the State. It is worth mentioning that the whole construction of this article - analysis and
exposition - was based on the critical-dialectic method, which focuses on the search for
overcoming the appearance and scope of the essence of the object.
