Abstract: This article analyzes the achievement of rights by people with disabilities in a context of inequality in Brazil. Using a critical-dialectical approach based on the Marxist method, the article analyzes the trajectory of the political movement of people with disabilities, the limits of social policies in a neoliberal context, and the contradictory role of the capitalist state in the implementation of rights. The article concludes that, despite legal advances, a scenario of social exclusion and denial of rights still persists, and social policies, in this sense, are arenas of dispute between the interests of capital and the demands of the working class. Disability is a socially constructed experience in a society founded on exploitation and the logic of profit. Thus, the struggle of people with disabilities demands not only confronting ableism, eliminating barriers, and building a truly inclusive society, but also overcoming capitalism and systems of oppression such as racism and sexism. Thus, citizenship achievements will achieve their full meaning when linked to a project of structural transformation of society.
