POLÍTICA PÚBLICA EDUCACIONAL: NARRATIVAS DE BOLSISTAS DO PROUNI
Este trabalho é o recorte de uma pesquisa de mestrado, que tem como foco o Programa Universidade para Todos (PROUNI), implementado em 2005 em nível federal, que oferece bolsas de estudos integrais e parciais para a classe menos favorecida economicamente. O Prouni constitui parte de um dos programas destinados à ampliação de acesso na educação superior. Para produção dos dados, colocamo-nos à escuta de oito estudantes (sete do sexo feminino e um do masculino), bolsistas Prouni de uma Instituição Comunitária de Ensino Superior do interior de São Paulo, pertencentes ao curso de Pedagogia, para conhecer suas trajetórias pessoais e estudantis. A pesquisa é de abordagem qualitativa, baseada na narrativa autobiográfica do estudante bolsista, uma vez que analisa a subjetividade desses estudantes e a relação com o meio social. Para o recorte aqui apresentado, analisaremos excertos das entrevistas narrativas dos oito estudantes, suas trajetórias pessoais e estudantis, visando discutir como as políticas públicas são fundamentais para o acesso ao ensino superior. As narrativas dos estudantes nos revelam que, sem o Prouni, nenhum deles teria acesso à educação superior; este fato justifica e embasa a manutenção e ampliação deste programa. Todos eles reconhecem a importância do programa, mas avaliam que poderiam existir mais vagas e criticam a ausência de divulgação plena. Reconhecem o Prouni como uma Política Pública Educacional importante ao acesso ao ensino superior.

Abstract:
This work is part of a master's research, which focuses on the University for All Program (PROUNI), implemented in 2005 at the federal level, which offers full and partial scholarships for the economically disadvantaged class. Prouni is part of one of the programs to support the expansion of access to higher education. To produce the data, we listened to eight students (seven females and one male), Prouni scholarship holders, from a Community Institution of Higher Education in the interior of São Paulo, belonging to the Pedagogy course, to learn about their personal trajectories and students. The research has a qualitative approach, based on the scholarship student's autobiographical narrative, as it analyzes the subjectivity of these students and their relationship with the social environment. For the clipping presented here, we analyze excerpts from the narratives of the eight students, their personal and student trajectories, and we discuss how public policies are fundamental for access to higher education. The students' narratives reveal that without Prouni none of them have access to higher education; this fact justifies and supports the maintenance and expansion of this program. All of them recognize the importance of the program but assess that there are more vacancies and criticize the lack of full disclosure. They recognize Prouni as an important Educational Public Policy for access to higher education.
