Abstract: This article analyses Mozambique's foreign economic development policy, focusing on a comparison between the results of the presidential administrations of Armando Emílio Guebuza and Filipe Jacinto Nyusi. The research aims to examine the impact of these administrations on the Mozambican economy, assessing key indicators of growth, development and the strategies implemented. Methodologically, a multi-method approach is adopted, combining qualitative and quantitative analyses. The study is based on documentary research, a literature review, data analysis and semi-structured interviews. The aim is exploratory and descriptive, using the inductive method to collect and analyse the data. The results reveal divergent perspectives on the effectiveness of the policies implemented. One group of respondents points out that governance has predominantly favoured civil servants, which raises concerns about the selectivity of the programme in relation to beneficiaries. On the other hand, another group recognises positive impacts, arguing that the programme has boosted local economic development by encouraging initiatives in sectors such as tourism, agriculture, transport and trade.
