POLÍTICA DE PERMANÊNCIA E INCLUSÃO ACADÊMICA COMO POLÍTICA AFIRMATIVA DE JOVENS DE BAIXA RENDA NA UNIVERSIDADE DO ESTADO DO PARÁ
Este artigo refere-se à pesquisa
em desenvolvimento no Programa de
Iniciação Científica da UEPa, cujo objetivo
é estudar a repercussão do Programa de
Apoio Socioeconômico – Subprograma Bolsa
Incentivo Acadêmico, da Política de Assistência
Estudantil dessa instituição (PAE-UEPa), sobre
a vida acadêmica de estudantes de baixa renda,
beneficiários desse programa. A pesquisa apoiase teoricamente na afirmação da legitimidade
moral das ações afirmativas e na igualdade
como base do Estado Democrático de Direito.
Trata-se de uma pesquisa qualitativa que
combina a intenção exploratória e descritiva com
a intenção de sistematizar dados quantitativos
sobre a inserção acadêmica desses estudantes.
A pesquisa está na fase de análise dos
dados, sistematízados a partir do estudo dos
documentos oficiais que sintetizam a PAEUEPa e dos instrumentos de acompanhamento
dos bolsistas do período de 2014 a 2016. A
consulta aos bolsistas se deu através de um
questionário online aplicado em 2015. Apoiados
em Bardin, buscou-se nos sentidos explícitos
dos documentos e posições dos bolsistas os
sentidos de natureza psicológica, social e
política que possibilitassem a percepção de
indicadores das condições de permanência
e inserção desses estudantes nas atividades
acadêmicas da universidade. Os resultados
parciais revelam princípios consistentes em
termos conceituais e legais, reforçados por
depoimentos e números que demonstram êxito
no objetivo central de envolver os bolsistas
na dinâmica da universidade, mas traz à tona
limites e desafios a serem enfrentados para o
alcance dos objetivos da PAE-UEPa em nível
estadual.

Abstract:
This article refers to the research
under development in the UEPa Scientific
Initiation Program, whose objective is to
study the repercussion of the Socioeconomic
Support Program - Academic Incentive Grant Subprogram, of the Student Assistance Policy of this institution (PAE-UEPa), on life
low-income students who are beneficiaries of this program. Research is theoretically
based on affirming the moral legitimacy of affirmative action and on equality as the
basis of the Democratic Rule of Law. It is a qualitative research that combines the
exploratory and descriptive intention with the intention of systematizing quantitative
data on the academic insertion of these students. The research is in the analysis phase
of the data, systematised from the study of the official documents that synthesize the
PAE-UEPa and of the instruments of follow-up of the scholarship recipients of the period
from 2014 to 2016. The consultation to the scholarship holders was done through an
online questionnaire applied in 2015. Based on Bardin, we sought the senses of a
psychological, social and political nature that would allow the perception of indicators of
the conditions of permanence and insertion of these students in the academic activities
of the university. Partial results reveal principles that are consistent in conceptual and
legal terms, reinforced by testimonials and numbers that demonstrate success in the
central goal of involving scholars in the dynamics of the university, but brings out the
limits and challenges to be faced to reach the objectives of PAE- UEPa at state level
