Abstract: This study aims to reflect on the expansion policy of Federal Institutes in Brazil, in the context of the fragmentation of Public Policies in Brazil and the responsibility of public managers in this scenario. This is a qualitative research, constructed from a bibliographic and documentary review. The results reveal that Public Policies are implemented in a context of deepening capital crisis and within the scope of the neoliberal State, and this process takes place under constant political dispute. This situation, together with problems intrinsic to public management, directly impacts the process of fragmentation of Public Policies in Brazil. In view of this, public managers have responsibilities that are fundamental to the maintenance and strengthening of Public Policies, which range from technical training for management to strengthening democratic spaces for social control. Therefore, it is possible to conclude that the expansion policy of Federal Institutes was successful in expanding and internalizing the provision of Professional Education in the Federal Network, being the result not only of an agenda that demanded it, but of the political decision adopted at the time. This shows that public managers are fundamental subjects as a link in strengthening public policies, as they assume all the responsibilities that fall to them, have the effective political commitment to the consolidation of democracy and the expansion of social rights.
