Abstract: This research proposes strategies for governments focused on reducing pollution through environmental policies. It analyzes the introduction of an emissions tax by a local government, affecting firms that compete a la Cournot and strategically decide the location of their plants, considering abatement technologies. It is highlighted that the combination of taxes and abatement technologies has nonlinear effects on corporate profits and social welfare. It is crucial to note that environmental policies can influence the relocation of firms to regions with more flexible regulations. The study focuses on sectors with high emissions: electricity, steel and cement. The problem posed is solved using bi-level optimization, which seeks to maximize both social welfare and corporate profits. The results indicate that adopting abatement technologies reduces corporate relocation and improves the welfare of society.
