POLICIAMENTO COMUNITÁRIO NO BRASIL: NOVAS FORMAS DE ENFRENTAMENTO DAS VIOLÊNCIAS
Desde a consolidação do estado moderno, sua principal atribuição foi manter a coesão social provindo do monopólio da violência legítima que lhe é garantido. Inicialmente, tendo em vista eliminar o arbítrio pessoal que caracterizava os governos dos antigos regimes absolutistas, o Estado passou a não mais conter a missão de proteger a si mesmo como outrora foi idealizado por Thomas Hobbes. No Brasil, esta questão é ainda mais crucial, tendo em vista que nossa Constituição democrática (1988) surgiu após duas décadas de um regime autoritário, sob um governo militar, em que vários direitos cidadãos foram suprimidos ou mitigados. Destarte, investigamos, neste artigo, adaptações específicas realizadas pela polícia militar para adequar sua missão ao contexto de novas leis, pensadas para neste contexto de alargamento e promoção da cidadania no país, sobretudo a partir da assimilação de novas metodologias de policiamento, a autonomia de ação policial reativa e preventiva, modelos de policiamento comunitário e adequação de modi operandi.

Abstract:
Since the consolidation of the modern state, its main task has been to maintain social cohesion through the monopoly of legitimate violence which is guaranteed to it. Initially, in order to eliminate personal arbitrariness that characterized the governments of the old absolutist regimes, the State no longer contained the mission of protecting itself as it was formerly conceived by Thomas Hobbes. In Brazil, this issue is even more crucial, considering that our democratic Constitution (1988) arose after two decades of an authoritarian regime, under a military government, in which several citizens' rights were suppressed or mitigated. Thus, we investigate, in this article, specific adaptations made by the military police to adapt their mission to the context of new laws, designed for this context of enlargement and promotion of citizenship in the country, especially from the assimilation of new policing methodologies, the autonomy of reactive and preventive police action, models of community policing and adaptation of modi operandi.
