Abstract: Contemporary governance of public safety demands that the management bodies of the State System of Public Safety and Social Defense (SIEDS) enhance the utilization of logistical and human assets through scientific planning methodologies. Within the scope of the Military Police of Pará State (PMPA), although the tactical mapping of crime hot spots for positioning stationary patrols (Pontos Base - PBs) is well-established, optimizing the spatial and temporal distribution of fleets and personnel constitutes a relevant edge for administrative modernization. Grounded in the principles of continuous improvement, this study analyzes Evidence-Based Policing (EBP) as a tool to support strategic decision-making within the High Command. To achieve this, it compares the traditional model of fixed personnel distribution with crime statistics provided by SEGUP, while incorporating research on the effects of occupational fatigue resulting from work shifts. The research was conducted through a literature and document review, utilizing a descriptive and exploratory approach. Data regarding the spatial concentration of criminal incidents were used, alongside occupational medicine references focused on the ergonomic aspects of professional activities. As a result, the study presents proposals applicable to both the administrative and operational activities of the institution. Within this context, it proposes a more flexible personnel distribution model based on data analysis and adaptation to identified demands, forecasting the adoption of 6- or 8-hour shifts for the Tactical Reinforcement Personnel and for event policing during periods of higher crime incidence. The integrated application of this model contributes to expanding the State's preventive capacity, optimizing the use of available resources, and promoting better working conditions for personnel. Furthermore, it fosters increased institutional efficiency without compromising the regularity of radio patrol activities carried out across the operational areas.
