PLANO MUNICIPAL DE SANEAMENTO BÁSICO: INSTRUMENTO DE PLANEJAMENTO PARTICIPATIVO, INTEGRADO E SUSTENTÁVEL
O capítulo faz uma sucinta abordagem conceitual sobre Estado e políticas públicas, o papel e importância do planejamento, os princípios, condicionantes sistêmicos e interfaces setoriais como conteúdos da política e os planos como instrumentos de gestão. Aborda também o planejamento participativo, integrado e sustentável na elaboração de Plano Municipal de Saneamento Básico, os princípios do direito humano à água e ao esgotamento sanitário, a metodologia de participação e mecanismos de controle social nas etapas de sua elaboração, implementação, avaliação e revisão, bem como o Plano na Lei n. 11.445/2007.

Abstract:
The chapter provides a brief conceptual approach to the State and public policies, the role and importance of planning, the principles, systemic constraints and sectorial interfaces as policy contents and plans as management instruments. It also addresses participatory, integrated and sustainable planning in the preparation of the Municipal Basic Sanitation Plan, the principles of the human right to water and sanitation, the methodology of participation and social control mechanisms in the stages of its preparation, implementation, evaluation and review, as well as the Plan in Law n. 11.445/2007.
