PLANO MUNICIPAL DE GERENCIAMENTO INTEGRADO DE RESÍDUOS SÓLIDOS MARECHAL THAUMATURGO - AC: ANSEIOS E EXPECTATIVAS ATRAVÉS DA MOBILIZAÇÃO SOCIAL
Os serviços de gestão integrada de
resíduos sólidos estão relacionados de forma
indissociável à promoção da qualidade dos
solos e dos recursosno Brasil. Nesse sentido,
é imprescindível desenvolver ações educativas
que possibilitem a compreensão sistêmica que a
questão exige estimular a participação popular,
engajada e consciente, no enfrentamento dessa
questão até alcançar a universalização desses
serviços e a sustentabilidade dos processos
e gestão. O estado do Acre localizado na
Amazônia Sul Ocidental Brasileira é composto
por 22 municípios e foi o primeiro a implantar seu
Plano Estadual de Gerenciamento Integrado
de Resíduos Sólidos –
PEGIRS/Acre, na
região Norte do País. Apesar deste pioneirismo
estadual, muito embora o estado não possua
uma Lei Estadual que trate a Política Estadual
de Resíduos Sólidos, os municípios acrianos,
em sua grande maioria, ainda não concluíram
as elaborações dos seus Planos Municipais
de Gestão Integrada de Resíduos Sólidos –
PMGIRS, desde a instituição da Política Nacional
de Resíduos Sólidos Lei Federal 12.305/2010,
em especial destaca-se o município de Marechal
Taumaturgo localizado na mesoregional do
Vale do Juruá, também considerada regional de
resíduos Juruá, com uma população estimada
de 2,12% da população total do Acre (IBGE,
2018), Atualmente 40,91% dos municípios já
executaram ou estão em fase de conclusão dos
seus PMGIRS até junho de 2019. O presente
artigo, tem como objetivo principal, avaliar as
estratégias de participação social adotadas em
todas as etapas de elaboração do PMGIRS
Marechal Thaumaturgo-AC, e de forma
específica apresentar os anseios e expectativas
da população após a elaboração do plano.

Abstract:
Integrated solid waste management services are inextricably linked to the
promotion of soil and resource quality in Brazil. In this sense, it is essential to develop
educational actions that enable the systemic understanding that the issue requires
stimulating popular, engaged and conscious participation in addressing this issue until
achieving the universalization of these services and the sustainability of processes and
management. The state of Acre, located in the Brazilian South Western Amazon, is
made up of 22 municipalities and was the first to implement its State Plan for Integrated
Solid Waste Management - PEGIRS / Acre, in the northern region of the country. Despite
this state pioneering spirit, although Although the state does not have a State Law that
deals with the State Policy on Solid Waste, most of the municipalities in the region have
not yet completed the elaboration of their Municipal Plans for Integrated Solid Waste
Management - PMGIRS, since the National Policy on Solid Waste Federal Law 12.305 /
2010, in particular the municipality of Marechal Taumaturgo located in the mesoregional
Vale do Juruá, also considered regional Juruá waste, with an estimated population of

9. The main objective of this article is to evaluate the social participation strategies
adopted at all stages of the preparation of the PMGIRS Marechal Thaumaturgo-AC,
and specifically to present the aspirations and expectations of the population after the
elaboration of the plan.
