PLANEJAMENTO ESTRATÉGICO SITUACIONAL: FERRAMENTA DE EDUCAÇÃO PERMANENTE NA ARTICULAÇÃO ENSINO-SERVIÇO
O desafio atual das instituições de ensino médico é o desenvolvimento de currículos e projetos pedagógicos balizados em estratégias de ensino-aprendizagem que permitam a formação generalista voltada às necessidades atuais do sistema de saúde brasileiro, rompendo com o modelo hegemônico tecnicista e fragmentado. Assim, têm-se como objetivo relatar a experiência de qualificação de profissionais da atenção básica articulada a formação de graduandos em medicina em gestão em saúde. Foram realizadas duas oficinas educativas com profissionais da atenção básica, as mesmas foram organizadas e realizadas por graduandos em medicina e docentes, utilizando o Método Altadir de Planejamento Popular e o Planejamento Estratégico Situacional. No momento Explicativo, foi realizado a seleção, descrição e explicação dos problemas, seguindo para o momento normativo, no qual houve a formulação da imagem-objetivo e operações necessárias para se obterem resultados, no momento tático-operacional elaborado a Matriz de Intervenção, por fim, no momento estratégico, a seleção de frentes de ataque, desenho das operações e demandas e elaboração da Matriz de Intervenção. A utilização de técnicas participativas para qualificação dos profissionais da atenção básica, mostrou-se eficaz para a organização e condução em todo o processo, o qual contribuiu para além do serviço, mas também para a formação de médicos coadunando com as premissas e necessidades do sistema de saúde.

Abstract:
The current challenge of medical education institutions is the development of curricula and pedagogical projects based on teaching-learning strategies that allow generalist training focused on the current needs of the Brazilian health system, breaking with the technical and fragmented hegemonic model. Thus, the objective is to report the experience of qualification of primary care professionals articulated the training of undergraduate students in health management medicine. Two educational workshops were held with primary care professionals, they were organized and carried out by medical undergraduates and professors, using the Altadir Method of Popular Planning and Situational Strategic Planning. In the explanatorytext, the following was the examination,description and explanation ofthe problems,following the momento normativo,in whichthere was the formulation of the objective image and operations necessary to obtain results, in the momento tático-theperacional elaborated the InterventionMatrix, finally, in the momento andstratégico,the selemofattack fronts, design of operations and demands and elaboration of the InterventionMatrix. The use ofparticipatory techniques for the qualification of primary care professionals proved to be effective for the organization and conduction throughout the process,which contributed beyond the service, but alsoto the training of physicians in line with the premises and needs of the health system.
