PLANEJAMENTO ESTRATÉGICO NOS PROGRAMAS DE EDUCAÇÃO PROFISSIONALIZANTE: O PRONATEC
Este artigo analisa a importância
do gerenciamento estratégico de coordenação
federativa no Programa Nacional de Acesso ao
Ensino Técnico e Emprego (Pronatec). A análise
parte da argumentação de que a ausência de
um planejamento estratégico que considere
a diminuição de incertezas e assimetrias
federativas está dificultando o desenvolvimento
de políticas educacionais profissionalizantes
como o Pronatec. Através de uma revisão
bibliográfica, busca-se entender a evolução
da educação profissional, a implantação do
Pronatec e sua expansão a partir de 2011.
Através de dados do MEC e da análise da PL
1209/2011, identifica-se quais são os principais
fatores de incerteza federativa e dificuldades de
implantação do Governo Federal. Desta forma,
a criação de um planejamento estratégico
que estabeleça metas e objetivos realizáveis
é um importante instrumento para o baixo
desempenho dos indicadores do Pronatec

Abstract:
This article analyzes the
importance of strategic management of
federative coordination in the National
Program of Access to Technical Education
and Employment (Pronatec). The analysis
starts from the argument that the absence of a
strategic planning that considers the decrease
of uncertainties and federative asymmetries
is hindering the development of professional
educational policies like Pronatec. Through a
bibliographic review, it seeks to understand
the evolution of professional education, the
implementation of Pronatec and its expansion
from the year 2011. Through data from the MEC
and the analysis of PL 1209/2011, it is identified
what are the main factors of federal uncertainty
and difficulties of implementation of the Federal
Government. In this way, the creation of a
strategic plan that establishes achievable goals
and objectives is an important instrument for the
low performance of Pronatec indicators.
