PESSOA EM SITUAÇÃO DE RUA E AUSÊNCIA DO PODER PÚBLICO EM POLÍTICAS DE REINSERÇÃO NA SOCIEDADE
Este artigo tem por objetivo dar voz as pessoas em situação de rua, visto que elas vivem numa condição de invisibilidade social, cultural, política e econômica na âmbito da sociedade brasileira. Esta pesquisa bibliográfica qualitativa é realizada por meio do método hipotético dedutivo, que parte de uma hipótese ou suposição inicial sobre o assunto e, a partir disso, realizam-se leituras em livros, artigos e legislações sobre os direitos fundamentais que amparam a pessoa como cidadã no que se refere a igualdade e a dignidade. Sendo assim, os resultados são baseados em análises a partir de estatísticas realizadas pelo IBGE e Fundação Getúlio Vargas e ainda interpretações das referidas teorias e leis, as quais mostraram que a situação das pessoas nas ruas é tida como crime contra a dignidade da pessoa humana, porque estas vivem em circunstâncias insalubres, degradantes e enfim desumana por não usufruir de direitos básicos, como: alimentação, moradia, educação, saúde e enfim vivem e são tratados pela sociedade seres ínfimos.

Abstract:
This article aims to give voice to people on the street, since they live in a condition of social, cultural, political and economic invisibility within the scope of Brazilian society. This bibliographic and qualitative research is carried out through the hypothetical deductive method that starts from an initial hypothesis or assumption on the subject. He emphasizes that readings were carried out in books, articles and legislation on the fundamental rights that support the person as a citizen with regard to equality and dignity. Therefore, the results are based on analyzes based on statistics carried out by IBGE and FGV and also interpretations of the referred theories and laws, which showed that the situation of people on the streets is considered a crime against the dignity of the human person, because they live in unhealthy, degrading and inhumane circumstances because they do not enjoy even basic rights, such as: food, housing, education, health and, in short, they live and are treated by insignificant beings.
