PERSPECTIVAS DA PREVIDÊNCIA SOCIAL DO BRASIL: ENTRE A PREVIDÊNCIA OBRIGATÓRIA E A PREVIDÊNCIA VOLUNTÁRIA
Este artigo tem por objetivo apresentar um entendimento preliminar das perspectivas da Previdência Social no Brasil delimitado à análise da previdência obrigatória e previdência voluntária, sem esgor a matéria, com objetivo de entender a evolução e abrangência de cobertura aos trabalhadores, desde as primeiras regulamentações até as atuais reformas, principalmente a relacionada à PEC 006/2019. Assim, partindo de uma pesquisa exploratória, com análise de legislações e doutrinas pertinentes, identificam-se os regimes de previdência de repartição, obrigatório, e o privado que é facultativo. Faz uma abordagem das consequências no sistema de previdência que o Brasil instituiu e que esta assegurado pela Constituicão Federal. Apresenta as diferenças com a suposta alteração de modelo previdenciário. Aponta-se o ocorrido no Chile com a reforma de 1981 realizada pelo Governo de Pinochet. Lá foi adotado o modelo substitutivo com a previdência privada de caráter voluntário e capitalização individual, administrada pela iniciativa privada. A reforma brasileira precisa ser analisada observando as políticas públicas periféricas e de forma a responder que previdencia queremos.

Abstract:
This article aims to present a preliminary understanding of the perspectives of Social Security in Brazil, limited to the analysis of mandatory social security and voluntary social security, in order to understand the evolution and scope of coverage to workers, from the first regulations to the current reforms, mainly related the constitutional amendment 006/2019. Starting from an exploratory research, with analysis of pertinent laws and doctrines, the social security systems of mandatory distribution are identified, and the private system is optional. It addresses the consequences for the pension system that Brazil has instituted, guaranteed by the Federal Constitution. We present the differences with the supposed alteration of the social security model. It is pointed out what happened in Chile with the 1981 reform carried out by the Pinochet Government. There, the substitute model was adopted with voluntary private pension and individual capitalization, managed by the private sector. The Brazilian reform needs to be analyzed observing the peripheral public policies and in order to answer what social security we want.
